Crossword Clue Writing for Teachers
For teachers building a revision crossword and finding that the clues are much harder to write than the grid. This covers what makes a clue fair, how to pitch difficulty by year level, and the handful of habits that make a classroom puzzle work.

A crossword is a strong revision tool because it forces retrieval. The student cannot skim past a term they half know, because the grid will not fill. But that strength turns into frustration fast if the clues are vague, if they accidentally give the answer away, or if they test general knowledge you never taught. Clue writing is a skill, and the good news is that classroom clue writing is much simpler than the cryptic kind you see in newspapers.
Start from the word list, not the clues
Decide what you are actually assessing before you write a single clue. Pull twelve to twenty terms straight from the unit you just taught, favouring words that carry meaning rather than words that are merely long. A term like "photosynthesis" is worth a grid slot because knowing it means knowing a process. A term like "approximately" is filler.
Then check the mechanics. Crossword grids need words that interlock, which means you want a spread of lengths and a reasonable number of common letters. A list where every word is nine letters long and starts with a consonant cluster will produce a sparse, ugly grid. Feed the list into the Crossword Maker early, look at what it produces, and swap out any term that refuses to connect. It is much easier to adjust the list than to fight the grid.
Words to avoid
- Terms containing spaces or hyphens, unless you are prepared to tell students to close them up. State the convention on the sheet if you use them.
- Words that are trivially guessable from length alone in the context of the unit.
- Plurals and singulars of the same root in one puzzle, which just confuses the count.
- Anything with regional spelling variation, unless you make the expected spelling explicit. "Colour" and "color" will both feel correct to a student who reads widely.
What makes a clue fair
A fair classroom clue has three properties. It points to exactly one answer. It uses language the student can read without help. And it can be answered by someone who paid attention in your lessons, without needing anything you did not teach.
The most common failure is the clue that points at several answers. "A type of rock" could be igneous, sedimentary or metamorphic. The fix is to add the discriminating detail: "Rock formed from cooled magma" has one answer. The second most common failure is the giveaway, where the clue contains the answer's root word. "The process of photosynthesising in plants" is not a clue, it is a spelling exercise.
Four clue styles that work in class
- Definition. Plain and direct. "The force that pulls objects towards Earth." Works at every level and should be the bulk of your puzzle.
- Fill the gap. "Water boils at 100 degrees ______." Good for formulae, dates and set phrases, and reassuring for students who find open definitions hard.
- Example to category. "Copper, iron and zinc are all examples of these." Pushes classification rather than recall.
- Function. "The organelle where respiration happens." Tests understanding rather than the memorised sentence from the textbook.
Keep clues short. Ten words is a good ceiling for primary, fifteen for secondary. Long clues get skimmed, and a skimmed clue is a guessed answer.
Pitching by year level
Lower primary, roughly Years 1 to 3
Use very short words, four to six letters, and lean almost entirely on fill the gap clues with strong picture support. Consider giving the word bank on the same sheet. At this stage the puzzle is really a handwriting and spelling task with a retrieval flavour, and that is fine. Ten across and down entries is plenty.
Upper primary, roughly Years 4 to 6
Definition clues become viable. Keep the vocabulary of the clue itself well below the difficulty of the answer, which is the single most useful rule at this age. A student should never fail because they could not read the clue. Twelve to sixteen entries fills a sheet nicely.
Lower secondary
Mix definition and function clues, and start including one or two that require combining two facts. Subject specific terminology is now the point, so do not soften it. Fifteen to twenty entries.
Senior secondary
You can be terse and technical. Clues can assume the syllabus language. This is also the level where a crossword works well as a starter activity in pairs, because the discussion about which answer fits is where the learning happens.
A worked example
Take a Year 7 unit on the water cycle. The list might be: evaporation, condensation, precipitation, runoff, transpiration, groundwater, infiltration, aquifer.
- Evaporation. Weak clue: "When water evaporates." Better: "Liquid water changing into vapour as it is heated."
- Condensation. Weak: "Opposite of evaporation." That is fine only if evaporation is not also in the puzzle, otherwise it becomes a pointer to a pointer. Better: "Vapour cooling and forming droplets, as on a cold window."
- Transpiration. Better: "Water released as vapour through the leaves of plants."
- Aquifer. Better: "An underground layer of rock that holds usable water."
- Runoff. Better: "Rainwater flowing over the surface into rivers rather than soaking in." Note the contrast built into the clue, which quietly reinforces the distinction from infiltration.
Notice that none of these contain the answer's root, each has exactly one correct response within the unit, and each sentence is under fifteen words.
Use the grid itself as scaffolding
Students get the letter count for free, which is a genuine hint. For a struggling group, lean into that: choose terms with distinctive lengths so the count narrows things down. For a stronger group, deliberately include two terms of the same length so the count alone is not enough.
Crossing letters are the other built in support. A student who gets three answers can often infer a fourth from intersections, which is exactly the productive struggle you want. If you find a group stalling completely, print a second copy with two or three answers pre-filled rather than handing over the full key.
Honest limits
A crossword tests recall of terminology. It does not test reasoning, application, or whether a student can use a concept in an unfamiliar context. Treat it as a retrieval warm up or a consolidation activity, not as assessment. Some students also find the spatial side genuinely difficult, independent of subject knowledge, and for those students a term match sheet or a set of flashcards achieves the same revision goal without the extra load.
Expect a first draft to need revision. Print it, complete it yourself cold, and note every clue where you hesitated. Those are the ones to rewrite. Then have a colleague or a capable student try it before it goes to the whole class, because you are the worst possible judge of whether your own clue is ambiguous.
Keep your word lists. A revision crossword built well is reusable for years, and a saved list means next year's version takes ten minutes instead of an hour.
